The infrastructure construction of urban wastewater treatment is an important part of the infrastructural facilities construction, and high level infrastructure construction of wastewater treatment was depended on scientific planning.Taken the wastewater plant layout planning of Yixing for instance, the urban wastewater plant layout planning was studied, several conclusions were summarized as follows:(1) Factors of wastewater treatment plant layout planning was studied, and it was put forward that planning target had something to do with the confirm of wastewater treatment scale and the division of draining water district. The wastewater plant layout planning should be developed around aquatic environment, not wastewater treatment rate. The wastewater plant layout planning should be behind the land utilization plan and transportation plan.(2) From the open question of the method of wastewater treatment plant layout planning, a optimizing method was put forward. It included checking wastewater treatment scale by environmental capacity, quantizing environmental capacity and the division of draining water district, redistricting environmental capacity reasonably.(3) The selection of different modes of wastewater treatment was studied.The best scheme in Yixing was educed by the analysis of there environmental benefits, economic benefits and social benefits. And the optimizing method is feasible by applied to Yixing.(4) Assessment indexes, such as total investment, wastewater volume, population density, industrial district area and water environmental capacity, were considered with association value method. According to the appraisal result, the limited fund should be first invested to the wastewater treatment plant construction in Echeng district.
