Railway alternatives selection is an important content in the earlystage of working. According to the requirements of the sustainabledevelopment, the destruction of environmmt must be tried to reduce. Itwill be exert a far-reaching influence on railway construction that a newevaluation factor, the economical losing value of environmental impactsis added to selection of plans.This dissertation mainly studies the methods to express thealternative environmental impacts in a quantitative way to provide someuseful information in the process of alternatives selection duringfeasibility study step.Some research is acquired in this dissertation, the first part is theintroduction, which analyze the background of the project, study theactuality of domestic and overseas, introduce the main content of thisdissertation. Secondly, the background and connotation of green railwayselection are analyzed on basis of comparing the difference betweengreen railway selection and traditional railway selection, the greenrailway selection is advanced which considering the economical loss ofenvironment impacts. Thirdly, based on the environment value, the theoryand estimator are summarized and generalized on economical analysis ofenvoronment impacts. Fourthly, the calculating indexes of economicallossing value of environment impacts are advanced and estimated onrailway construction, which include three parts of landscape, noise andecology. This dissertation tries to construct a scheme optimizationsystem of railway construction that considering economical losinganalysis of environment impacts. Fifthly, taken the high speed railway oftianjing-qinhuangdao as an example, the economical losing value ofenvironment impacts are calculated and the losing results are analyzed.At last, the dissertation makes a conclusion and discusses the problemsthat need further study.Now, the unitive and normative methods and contents are not setdown by environment supervision on environmental value, especially inrailway interests, the calculation of economical losing value of environmental impacts is simple on railway construction, so only a greatinfluence factors are estimated at actual computation in this dissertation.Therefore, the estimation result is not the real loss in railwayconstruction. But it can provides criterion in decesion process for greenrailway selection. More exactituded calculation needs a lot of full andaccurate basic data, so railway department should do a lot of work,eatablishing database to analyse environment impact on railwayconstruction, doing well the basic work of sustainable development forrailway construction.
