“The People’s Republic of China Environmental Impact Assessment Law "from2003,states that:" The construction project’s environmental impact statement need to includeenvironmental protection measures, economic feasibility, economic gain or loss on theconstruction project environmental impact analysis.” The issue of environmental protection inthe process of large-scale railway construction in China has a very important role in thereduction of railway secondary disasters and achieve the goal of sustainable development ofthe environment and human activities.Such as Western area which have features of poorconstruction environment, fragile ecosystems, weak environmental repairable and so on, soenvironmental protection has been put forward to a higher requirements. How to joinenvironmental factors in the multi-objective evaluation of the railway line selection,make ascientific and rational choice in line selection is particularly important.This paper studies the multi-objective decision-making model and algorithm ofenvironmental impact economic loss, mainly do following works:1) Study the calculation method of environmental impact economic losses. Proposecalculation method of the environmental impact economic losses, analytical framework andeconomic principles, on this basis, the environmental impact economic losses summarized toeconomic losses caused by noise, landscape and ecological impact,then identify theappropriate assessment indicators and making the method used to estimate;2) Environmental impact economic losses calculation of XiBao local line. Select theinstance of the XiBao line local line selection, according to the design specifications anddrawings to add up the data, and then calculate the economic losses caused by the noise,landscape and ecological impacts of the two programs;3) Environmental considerations in line multi-objective decision. Use the amelioratedrumania selection method,still XiBao line instance, then use environmental impact economiclosses as one of scored goals and calculate the weight of the programs;4) Programming of multi-objective decision-making model. Use Visual Basic6.0toprogramme, just manual input parameters and ratings, and the program calculates the weightof each program automatically to achieve the goal of the automation of the green lineselection.Railway construction in the calculation of the environmental impact economic loss isrelatively simple, and the department of environmental management have not determined aunified, standardized method and content.So in the actual calculation, only consider thegreater impact factor, then used as alternatives of a basis for evaluation.This study will contribute to the development of the railway green line selection, and efforts to realize the coordinated development of the environment and human activities.
