Public Participation In The Historiy Cultural Heritage Protection

The sustainable protection of the history cultural heritage is always the domestic and foreign important research topic. With the further development on preservation technology and method, the domestic and foreign experts start to realize that the inheritance protection is not only a technical method, but also social sciences.At present, our country's inheritance protection strategy is entirely led by the government, which called from the top to the bottom. In the practice, we also frequently saw the inhabitants did not understand the meaning of the historical inheritance protection and ignore the historical heritage. All of these caused the inheritance protection falls into the awkward region. Studied the successful experience of the overseas inheritance protection and other domain public participation, we discovered that the inheritance protection needs the entire social attention and the investment. So the public participation in the history cultural heritage protection, is extremely essential.Based on the above reasons, this thesis took the research foundations through reading massive literature books and searching correlation theories and materials, simultaneously took the research arguments through examination tables and interview collects. Because the public participation in history cultural heritage involves multitudinous topics, so this thesis adopted some methods such as synthesizes the multi-disciplinary theories, and recombination practice and analysis. This thesis also elaborated the construction of our country's public participation in the inheritance protection from the implementation countermeasure and the safeguarded to the system.This thesis divides into seven chapters altogether:Chapter one is the introduction. It elaborated the topic background, research purpose , significance and the research techniques, summarized the domestic and foreign correlation research results, and limited the correlation concepts. Above this, It proposed the research frame.Chapter two, it introduced the origin of the public participation, and analyzed the concept, condition and the method, then summarized the domestic and foreign public participation development in the inheritance protection. After that, it also analyzed the differences between the domestic and foreign conditions and the reasons which produced.Chapter three, it summarized the experiences and characteristics of the overseas public participation in inheritance protection. It included the formation mechanism namely populace spontaneous motion which from bottom to top, the entirely legal safeguard, the defined inheritance management foundation, the multiplication of public participation main body, and the diversification of public participation way.Chapter four, it summarized the present situation and the questions of the domestic public participation in inheritance protection, and then it proposed the necessary of carrying out public participation in our country.Chapter five, it studied the countermeasure of public participation in inheritance protection. It included enhancing the sense of participation of the whole society, setting up the public participation organizations, carrying out each kind of public participation methods in each stage of the inheritance protection, and avoiding the flaw.Chapter six, it discussed the safeguard mechanism of public participation in the inheritance protection. It mainly includes the policy safeguard, the legal system safeguard, the technical support, and the propaganda safeguard.Chapter seven is the conclusion. This thesis proposed the countermeasure and the safeguard mechanism of the public participation in inheritance protection. These all based on the domestic and foreign theory and the practice experiences. As a result of the time and the author ability limited, the thesis has the deficiency inevitably.
