With the development of the national economy,the improvement of people's living and the rapidly increasing urban population, a sharp increase in municipal solid waste,and significantly higher calorific value, used in treatment of municipal solid waste incineration is gradually being applied and promoted. Handle the way to compare with rubbish hygiene landfill and compost, waste incineration has greater advantage and can better embody the reduction of waste disposal, Harmless and Resources. The danger that the landfill of hygiene and garbage disposal way to pile up directly produced has been paid attention to by people gradually. The rubbish burns and generates electricity was generally admitted and adopted for its good economic benefit and social benefit, has already formed the tendency of an industry, can't be held back.Site Selection is based enterprises, a strategic priority and the key decision-making activities. Location is the need for the"facilities"to choose the best location,it is a optimization question the most with extensive realistic meaning, is a complicated system engineering, needing to consider factors such as project geology, resource environment, requirements for transportation,etc. Project site is directly related to project quantity, the size of the investment and the number of construction progress,still concern the merits of the various economic indicators after building and putting into production. Choosing the site of factory suitable, could realize the goal of maximum of enterprise value to the maximum extent. The site of factory will survive and develop and exert a great influence to enterprises for a long time, the decision fault may bring the enormous economic losses to select site, even may destroy the ecological environment. Herefore, it is that one should be prudent and careful and stressing the important work of the scientific method.In this paper, makes analysis of municipal solid waste incineration plant location using the AHP method, fuzzy comprehensive evaluation method and the theory of multi-objective decision. Firstly, by the basic principles of AHP analyzes the main factors affecting garbage incineration power plant siting, and establishes hierarchical structure model to assess the importance of various factors affect weight, with relatively few options are preliminarily selected site; Secondly, it introduces the basic ideas fuzzy comprehensive by scoring evaluates alternative site merits, and determines the optimal site according to local economic development and planning; Finally, the application of multi-objective decision-making theory is used to calculate the best site. Furthermore, poving that method is reasonable and feasible by giving example.The author have carried on quantization of some fuzzy factors through on-the-spot investigation, the materials consultion and analyse that has discussed, and the comprehensive analysis by various methods, aim at offering a new thinking and a convenient and high-efficient new method for the fact that the rubbish burns the power plant siting, hoping to offer certain reference and reference for policy makers siting decisions and learn.
