The role of railway in the development of national economy is significant. In the new era the state highlights the accelerated development of China's railway construction and will continue the construction of railway projects in a long run. In the construction of new railway projects, the line program evaluation and selection are important decision-making tasks, which not only determine the feasibility of railway construction project itself, but also have far-reaching social effects on regional and national development. A proper and reasonable index system conduces to scientific evaluation and decision-making on a new railway scheme and also enable the railway projects, the major infrastructure construction, to realize reasonable investment and effective operation with economic, social and environment overall efficiency.Existing railway line evaluation process still has some problems, so comprehensive understanding is needed by evaluating the impact of factors, analyzing these factors and their relations and exploring scientific and reasonable solution for the purpose of a comprehensive and scientific evaluationThe fuzzy comprehensive evaluation method which is based on Fuzzy mathematical theory combined with Analysis Hierarchy Process can build a clear and comprehensive evaluation system to establish lines which can be used to reflect the impact of index in the evaluation program and their relationship and to compare different lines projects as a reference for decision-making.First of all, the paper builds a fuzzy comprehensive evaluation system by dividing the indexes into four layers of criteria which influence the line program evaluation. This can not only reflect the categories of influencing factors but also show the impact that railway projects exert on economy, environment and society. Secondly, the paper calculates the weight of various indicators in the evaluation process and reveals the important factors of the railway construction in its intuitive demonstration. Finally, the paper also establishes a comprehensive evaluation system and combines it with actual railway projects to provide a reference for decision-making. The dissertation verifies the feasibility of the system in evaluation and decision-making process by illustrating that the evaluation system is in line with both the theory and practical requirements.
