Abstract: Railway junction innovation is one of the most affective measures to intensify its comprehensive capacity. With The railway junctions of China developing for several decades, abundant experience for their reinforcement has been cumulated. But as the social economy developing all the time many railway junctions have been subject to some new problems at present such as unbalanced train capacity of stations and lines, inappropriate division of train operations between the stations and railway lines, which to a certain extent limits the railways' developing, slows down the increasing speed of transport amount, and puts some extra costs to the railways, subsequently weakens railway's competition power. So it is one of the significant tasks to innovate railway junctions economically and reasonably, to intensify the comprehensive capacity.The Baotou Railway Junction is located in the Baotou city of Inner Mongolia Autonomous Region, North of China, which is an important junction linking Beijing-Lanzhou Railway and Baotou-Liuzhou Railway, In this paper making use of the chance that the Baotou Railway junction is undergoing electrifying reconstruction of the second phase so the comprehensive train capacity of the junction should be investigated, a study to the junction has been carried out in detail. It is found out that the pieces of its passenger and freight transport equipment are excessively dispersed and the transport operations in the junction are not centralized, which results in the lower operation efficiency. For this reason the junction's renovation should observe the following principles: "adjusting the layout, assigning the operations reasonably, harmonizing the capacities, and optimizing the whole system."According to the analysis to the capacities of the stations and railway sections in the junction, the difficulties in the transport operations and their affecting factors are figured out, on the bases of which a mathematic model to solve the problem is brought out, and consequently the measures and the steps to intensifying the junction's ability are provided.To do so, from view of system the principles are made for setting up the evaluating system of junction renovation schemes; by analyzing the character of the problem to be dealt with and the final objective to be achieved and according to the relationship between the factors, the evaluating indexes are divided into different levels, and the indexes are chosen including both quantitative and qualitative ones; the weights of each the indexes are given with the hierarchical analyzing method. In this way the evaluating index system has been set up for judging the innovation schemes of the important stations.Then the evaluating mathematic model for the station renovation project is set up in order to decide if the scheme selected is the best one. The case study to Wanshuiquan South Station shows that the evaluating system and the mathematic model mentioned above are practical and could be used to get a right conclusion. Furthermore, the renovation project to the railway junction should not only satisfy the demand of the present stage, but also should step by step fulfill the middle and long term transport requirement. The research to the method selecting the most favorable renovation scheme for railway junction to enforce its comprehensive operation ability could be widely applied to other junctions and could also be used for reference by other applications.
