With the national economy rapidly developing, the consumers' demand for electri-city is higher,so the power distribution network is being expanded and improved on a large scale in the city and rural country.The managing and maintaining method to power distribution network ,which is mainly dependant on the drawings and the work experience for the distribution network's old full time staff , not only looks backwards but also affects working efficiency heavily. How to make the electrical construction and management be highly efficient, automatic, scientific further and use advanced management method to replace the old manual kind of management which is not efficient and trivial, that is payed attention by many people concerned more and more. At present, the information industry are violently developing,specially computer technology which provides the possibility to reform the management model of the electrical distribution network .In the equipment management of the power distribution network system,which is needed to proceed more equipment data and drawings which are connected with geographical information. The paper presents a practical system design of the Power Distribution Network GIS System Based on C/S Mode according to the management status of the Bureau's distribution network District by applying GIS technologies and database management techniques and GPS technologies and tools etc. It's main function is using computers to manage the specific drawings and files on GIS, which can provide all kinds of management information for the electrical department timely,accurately and completely. The system that is builded is not only powerful enough to guarantee electrical safety production but also provides the basis of auxiliary decisions for the power distribution network's program scientificly. The main contents and results as below:1. The setup of distribution network databaseSpatial database: Spatial data character of distribution network was analyzed in details, and data model of distribution network was set up, and spatial information of distribution network was catalogued reasonably. Distribution network data were acquired by using handhold GPS. The distribution network spatial data of poles, transformers, and switches etc, were coded and inputted into a spatial database. Property database: Property data character of distribution network was analyzed and classified reasonably. The basic data of distribution network in relation to the information of distribution routes and equipments and information property tables and connection layout of substation etc. were inputted into the database. Database integrated: Spatial data and property data were integrated in an entity relationship database management system.2. Mapping of distribution network GISBased on the spatial data acquisition, reasonable layering and coding, the standard distribution network facilities symbol library was constructed and distribution network map was drawn referring related rules and standards of power industry.3. Design and implementation of distribution network GISAn integrated application system based on GIS of the distribution facilities and information management was developed for the distribution network managers. The system has the functions of mapping operation, edition, data management, information inquiry and statistic etc.
