Urban distribution network planning (DNP) work is a representative nonlinear problem, which complexity manifests dominatingly on large-scales, multi-factors of uncertainty and inaccuracy, involving wide domains and so on. Only depending upon planning-workers'planning experience, it is unable to be satisfied for the requirement of modern DNP. Exploiting a set of decision support system could not only relieve labor intensity of planning-workers, but also improve scientific decision level of planning work, and it inevitably has important academic and realistic meaning.The universal structure scheme of decision support system for urban distribution network planning which based upon GIS is put forward. The brief analysis explanation to this system sub-function module has been described in this paper. GIS spatial database of the decision support system is analysed detaily by the author. Spatial load forecasting,high voltage substation planning and urban middle voltage distribution network structure planning were the most important topic in this decision support system, which is detailedly descriped in this paper.A practicable method of spatial load forecasting has been presented in this paper, which based on parameters circularly amending to solve the problem that traditional emulation method hard to implement in our country. GIS is used to manage a great deal of data in a new method to solve the automatic substation planning problem. This new method proposes a way to handle the limited areas firstly in its automatic model, which overcomes the shortcomings of traditional method such as spending lots of time to deal with the limited areas in its medium-term, and increase the automatic locating degree greatly. The method of urban middle voltage distribution network structure optimizing planning is a critical component of the decision support system. A model of automatic distribution network planning has been put forward in this paper, which combined prim arithmetic to enable a closed-loop design and open-loop run urban middle voltage distribution network.The proposed model improves the ability of urban middle voltage distribution network connection to a great extent.
