On the basis of summarizing the current development status on flood forecasting model and software programing technonogy in the world, and of particular investigate and analysis on physical geographical characteristics, rainstorm and flood characteristics, water conservancy projects operating on Xiaohua reach of the yellow river. the research method is determined to establish the flood forecasting system of the Yellow River by using National Flood Forecasting System, and the flood forecasting model which is fitted to the Xiaohua reach is developed.There are Yiluo river and Qin river to concentrate to the Xiaohua reach of Yellow River, of which the length of main channel is 128km, and the drainage area is 3.5810~8km~2. there are Xiaolangdi, Luhun, and Guxian three reservoirs with a large flood regulation effects. Xiaohua reach belongs to semi-humid and semi-arid region, in the period of runoff formation, not only the the infiltration excess mechanism would occur, but also the saturated runoff. Aiming at this feature of runoff generation in Xiaohua reach, the infiltration curve is combined with the infiltration capacity area distribution curve, and the universal runoff generation model is set up and putted it in to real-time flood forecasting. The result snalysis of all the forecasting sections indicate that this universal runoff generation model could be preferably applied to semi-humid and semi-arid region with both of saturated and infiltration mode.Software development technonogy, such as software re-use technology, geological information system(GIS) and relation database management system(RDBMS), etc, is adopted, and the flood forecasting system of the Yellow river is developed by using Visual Basic, Visual Fortran, C++, etc, and the system provides a new forecasting tool, and it has been applied to practice with a better effects.
