| According to the rule of flood’s formation and changes, flood forecasting is to forecast the changes of future flooding by using the previous and current information of hydrology, meteorology and others. Through reservoir flood forecasting, the time and flows of reservoir’s flood can be forecast in advance so as to control and operate the flood in scientific way, and reduce the loss caused by the flood and protect the people’s life and property security. After years of research and practices, many methods and mathematical models for reservoir flood forecasting have sprung up, and a variety of flood forecasting systems, based on the computer technology, come into being. Reservoir flood forecasting systems have become a major non-structural flood control measures.During running of the C/S mode flood forecasting system, some shortcomings have gradually exposed, such as being difficult to information sharing, big workload of maintenance, strong dependence on the client software, and delay of forecast. Thus, people’s requirements have hardly been satisfied. With the rapid development of the computer and internet technology, to develop B/S model flood forecasting system becomes true, so the above-mentioned problems can be solved.In this paper, according to the characteristics of Luhun reservoir, the B/S mode flood forecasting system is studied and developed on its C/S basis. The system, which has reasonable structure, convenient operation, and quick forecast capacity, comprehensively applies Web technology, ASP.NET, VB.NET and Fortran DLL component technology. This paper’s main achievements are as follows:(1) According to the current research situations and development tendency of flood forecast theory and flood forecast systems, aimed at upgrading and improving of the C/S mode reservoir flood forecasting system, the route for system research is set up.(2) Regular flood forecast models are analyzed and compared. With Luhun reservoir being located in semi-dry and sub-humid region, and flood happening owing to hard rain, and excess storage and excess infiltration mostly appearing on the same time, the three water source model, which is based on both excess storage and excess infiltration, is established.(3) In the light of flood forecast task, the flood forecast scheme is drafted, the system design objectives and principles is set up, then the framework structure and modules of Luhun reservoir flood forecasting system designed. According to the aim of the system and available key technologies, the system developing plan is made. Web technology is used to build the framework of the system, ASP.NET to make the user interface and data communication, Fortran DLL component to package the flood forecast model, and VB.NET to integrate the system.(4) According to the system developing plan, the B/S mode Luhun reservoir flood forecasting system is finally finished, which possesses hydrological data management, flood forecast plan management, flood forecast model management, flood forecast task management, and flood forecast result evaluation. It has been proved with the flood forecast tests that the system fully achieves prospective targets, and can be used for practical flood forecast. |
