Road network planning is a multi echelon, multifactor, multi objective system. Inconsiderateness is unreasonable. Considering technology, economy, community, environment, and then analyse the road network project and alternative systematically to judge different projects'effect. Comprehensive evaluation provides a scientific basis for choice of road network projects, and it is a vital process in road network planning. Evaluation is just a method of analysis. So the emphasis of evaluation is not the results, but offering enough information to make decisionmaker understand the advantage and disadvantage of projects.In this paper, the types, scopes, motives and selected principles of the attributes in road network planning are summarized and reinforced. Then, summarizes some common technical and economic attributes which have inevitable limitations, finally redefines these attributes.The generic theory of the sustainable development is summarized firstly. Then based on the discussion of the meaning and basic contents of the sustainable development of roadway transportation, some attributes of sustainable development roadway planning are listed.The difference of comprehensive evaluation methods is weight which is classified the subjective weighting method and the objective weighting method, each of them have their own limitations. According to characters of road network planning, a grey relational analysis model for comprehensive evaluation of road network based on analytic hierarchy process and information entropy was established. A practical project was presented to show the rationality and effectiveness of the proposed method.Based on the nonconforming problem of evaluations for road network planning, combined evaluation is pointed out. The results of common evaluation methods combined according to optimization theory and tested with Kendall method and Spearman method before and after combination. This paper provides a new thinking for evaluation of road network planning by combination which could eliminate system error and random error made by single method.
