| Because of Chinese serious water resource shortage and water environment deterioration, pursuring a type of management mode to ensure the persistent water utilization and sustainable water environment development rolls into an urgent problem for solution.Analyzing from the water balance of river basin, watershed balance is consisted of four parts, that is out and inflow water quantity, evapotranspiration amount(ET), variable water quantity of soil water storage and groundwater; in which, only ET is net water resource consumption. As the development of satellite remote sensing technology, synthetic ET on regional scope could be measured. Water resource experts from World Bank held out that in resource type of water-deficient area, none but gaining control of regional ET quantity, then can originally control water consumption. As a consequence of measurement of regional total net water depletion, and the measurement of water withdraw, then the discharged water quantity of the district is able to be weighted. And further more, discharged water standard and pollution gross amount control could be carried out. Therefore, the World Bank specialists put forward to execute this kind of integrated water resource and water environment management in Haihe River. However, up to now, the new water resource management idea has not yet formed any systematic mode worldwide.Innovation No.1: On the basis of comprehensively absorbing remote ET management idea recommended by World Bank specialists, and the applied technique of SEBAL and SWAT model, water management mode on river basin scope based upon ET is composed, including water allocation model, water adjustment model, water transfer model, upper and downstream water resource and water environment integrated management model. Equally, the executed administration measures are proposed.Innovation No.2: Based on ET principle, it requires reducing agricultural water usage. Implementation measures of decreasing ET comsuption in agriculture are posed from both technique and management respects. Technically, measures in water conservation are summarized, including agronomic measures and engineering measures. For the sake of ensuring the execution of technical measures, management measures are proposed at the same time, such as implementing automated control irrigation, setting up excitation mechanism of planting structural adjustment, conducting scientific and appropriate water price policy, constituting water utilization association, and increasing the investment of agricultural water conservation project, etc. in the hope of ensuring the sustainable development of irrigation farming in water-deficient area when ET management mode coming into effect. ET management cases in demonstration plot Guantao and Cheng'an county in Hebei province testify that ET mode is a scientific, feasible method to manage water resource. Finally, the applied ET management mode in Guantao and Cheng'an are analyzed; and the improved ET distribution and management mode is put forward in the thesis.The water management mode based on ET constructed in the thesis is established on the foundation of Chinese existed mode, while also assimilated experience of river basin management abroad. It gives important complement and soundness to the Chinese present water gross amount control and quota management. This kind of new water management mode can provide better understanding of ET management idea, as well as be a guide to apply the mode to river basin which faces water shortage and water pollution challenge. |
