Along with the development of power industry around the world, single grid can't meetthe quality and quantity of the power. Developing large interconnected power grids is acommon ways for every country. It is a natural trend for large interconnected power grids tobecome trans-region and trans-country. The task of large interconnected power grids is makesure that the quality of power grid frequency can be kept and improved, the power transfer oftie line can be kept normally, the performance of controlling unit can be improved, theadvantages of large power grid can be played its full part.This paper states the necessity of frequency regulation,the primary frequency andsecondary frequency regulation, and then introduces the background, fundamental and thecontrol process of AGC. Then, the paper introduces the definition,sorts and the price of AGCancillary service. It also introduces the standards about how to evaluate the controlperformance of AGC, that is, CPS, analyses and summarizes the control strategy under theCPS. Then, the paper points out some problems by the analysis of the relation between CPSand the cost of AGC. Because of these conflicts, AGC units may be controlled piecewise bycertain ways in a certain area. Deficiency AGC units are chosen in the period of time whenAGC regulation is difficult and AGC cost is expensive. If this strategy can satisfy CPS, thearea will lighten the stress of AGC partly and save AGC cost, but the quality of gridfrequency will be worse and the whole benefit of interconnected power grids will bedamaged.In order to test the possibility of these problems, the author studied the controlstrategies nowadays in the world and provides another two control strategies of AGC. One isthe strategy with gamble, and the other without. In order to resolve the problems of CPS, thispaper proposes a method that CPS index with different weights in different time.By using the simulating software (Simulink), this paper sets up a simulating system ofinterconnected power grids between two areas, and runs it. The result the simulation validatesthat the problems mentioned above actually exist, and that these problems can be resolved byCPS index with different weights in different time.Finally, in order to avoid these problems and improve the quality of grid frequency, theauthor suggests find the dynamic relation between the weight of the CPS index with different weights in different time and the AGC regulation. And in that way, CPS can make AGCregulation work much more effectively.
