With the improvement of the electrical industry step by step,power grid become morebigger and the scale of interconnection become more deeper. It is more important to keeppower system frequency stability and banance the tie line power. The main purpose ofAutomatic Generation Control(AGC) is to adjust unit rate when system load disturbancehappen and realize the banance of supply and demand in area power grids at any time.Notonly It keeps power system frequency and the tie line power in scheduled value,but also itkeep the unit pick up load most economical.Under the blackground of power marketreforming gradually in-depth,to realize power system economic dispatch,how to improvepower quality and reduce the cost of power generation has become a hot topic of automaticgeneration control in recent years.Control Performance Standard(CPS) is the latest interconnection AGC controlperformance standard brought forward by North American Electric Reliability Council(NERC)in1997. Compared with former A1and A2standard, CPS focus on long term performance offrequency quality and frequency error in a control area.So it encourage control area activelyparticipate in adjusting operating frequency of connection systems. Frequency aceptance rateimprove obviously under CPS,but small frequency disturbance still may lead to frequentregulation of AGC unit.It may intensify the abrasion and increase generating cost.On the otherhand, Against this background of provincial network evaluating provincial dispatching basedon CPS, it should blindly pursue CPS evaluation rate on control strategies.How to reducegenerating cost and assessment failure penalty will be important important problem inautomatic generation control.First of all, this paper introduces the development background of AGC,summarizespower system frequency modulation and basic principle of AGC and describes AGCperformance standard in detail,that is A standard and CPS standard. Then analyze theadvantages and disadvantages of tradition CPS controller and its problems.Centering onmeeting the demand for robustness and adaptability in interconnected power system, proposeA new control method combining of NARX neural network pre-sentient algorithms withfuzzy logic controller. By applying the simulating software MATLAB (Simulink), this papersets up a two-area control system of power grids. According to the results, new controlstrategy can not only enhance CPS control effect, but also improve the CPS assessment rate,achieving some economic benefits by reducing the amount of regulation and operating costsof units. Secondly, according to the new demand of power grids economic dispatch, to reducepenalty because of CPS assessment failure in power grids and costs of units,bring up a newself-adjusted PI Optimization control method based on bacterial foraging algorithm combinedwith particle swarm optimization(BF-PSO). According to the results, the new control methodnot only keep the CPS control performance but also realize economic dispatch by minimizing CPS assessment failure penalty and costs of units.Auxiliary services system is to maintain power system operate securely,reliably andeconomically. Guarantee power energy quality, production, transmission and consumption.According to actual fact of Sichuan power grid and four efficiency coefficients adjustingefficiency of AGC unit:regulation capacity, regulation speed, regulation precision, responsetime.Paper proposes a new method of using normalization and geometric mean. This methodnot only can avoid good performance coefficients covered up by poor coefficients,but alsoavoid tedious weight arrangement. Therefore, synthesized regulation performance of Sichuanpower grids AGC units can be better characterized by this method.
