This paper is completed in favor of The research on low flow and low flow resource carrying capacity in southern karst asins of China, an elitist cultivating item in Guizhou.On the basis of the articles on natural resources and water resource carrying capacity,this paper,by means of the theories and methods of system theory and from the angle of the system function, combines water resources and its eco-systematical values with ecological service functions, and defines the concept of low water resources. Then on the above basis, this paper analyses thoroughly low water resource carrying capacity. Finally, compared with the studies at home and aboard, the paper gains some new cognitions and makes some progress as follows:(1)This paper use the engel rules and statistic method to analyse the status quo and variety orderliness of configuration of consumed water resources, which introduce the engl rule into configuration of consumed water resources by doing some reseaches in the aspect of time and space.It also regards the water consumption of agriculture as the basic consumed water resources by analysis and proving.In conclusion,we should attach importance to this point so that we could sum up engl rule in the configuration of consumed water resources.(2)This paper first introduce the economic Gini coefficien into the field of carrying capacity of Karst water esources,and use this method to analyse and appraise the evolvement of carrying capacity of Karst water resources,which get the way to make Gini coefficien of all the water regions and its inner industry.It calculates the Gini coefficien of the first,the second,the third industry in 2000-2004years in Guizhou rovince, according to which it summarizes the characteristic of the evolvement of carrying capacity of water resources,and use the gray analysis method to analyse the extent of industries that drive the evolvement of carrying capacity of water resources(3)Expend Liner Espenditure System has significance in economy,which is available in the analysis and dope on the consumed water resources.This paper introduces the Expend Liner Espenditure System into field of require for consumed water resources, structs the ELES model of require for region consumed water resources, divides the consumed water resources, calculates the bansis and extent consumed water esources.Based on that, it structs the extent model of consumed water resources,and calculates the extent exponent of consumed water resources.With the three parameters,it analyzes the state of require for consumed water resources(4)Panel data have wildely use future in the reseach of Water Resources Carrying Capacity for it's integration of time series and cross section data.This paper first use Panel data to value Water Resources Carrying Capacity and research it's evolution.Taking Guizhou province for example,it gets the classification of the Water Resources Carrying Capacity and evolution. Panel data is the availability tool in the research of the Water Resources Carrying Capacity and evolution.(2). Water Resources Carrying Capacity evolution of industry is the main drive for the Water Resources Carrying Capacity evolution. Water Resources Carrying Capacity in Guiyang city is out of the normal range and it's evolution of population is degenerate. In the higher level of City and industrialisation,the Water Resources Carrying Capacity of agriculture is anagenesis for the city requirement.
