The dissertation was relied on the project of National Social Science Foundation (contract No.03CJL006) and the project of National Nature Science Foundation (contract No. 40501013) project Research on Water Resources Conservation Serving for a Well-to-do Society, and objective to establish the regional water resources conservation patterns ,in order to keep regional water resources sustainable development in present situation and water resources strategy guarantee under outburst situation in future.Scientific and rational water resources conservation patterns is not only good for the coordination of national economic and social development, but has sustained enormous role in promoting a virtuous circle. Otherwise ,it will be counterproductive .So, Based on the thoughts of sustainable use of water resources and strategy, according to the present normal water resources development patterns and the development tendency of technology, water resources conservation patterns can be divided into such kinds as surface conservation, subsurface conservation, air conservation, ocean conservation, replacement conservation, solid conservation, trade conservation, soil conservation, etc. And The dissertation expounded the significance of every pattern.Based on fuzzy mathematics theory,the fuzzy decision-making on water resources conservation patterns was done depending on MATELAB.The lower reaches of Liaoning Province are considered as the case to verify and simulate the system of regional water resources conservation patterns. Conclusions and the relative suggestions are represented at the end of the dissertation.
