Water is not only one of the basic natural resources of the ecological environment, butalso a strategic economic resource. The water safety evaluation is an important basis for waterresource management, and also is a theory foundation for a country taking measures toimprove the water resource safety. With the social and economic development, and thepopulation increasing, the level of urbanization increases continuously. Water shortage is oneof the serious challenges to the human daily life, production and sustainable socio-economicdevelopment. Therefore, water security problems increasingly become a hot topic in the fieldof water resources. Water safety evaluation is not limited to the traditional sense of the qualityand quantity of water resource, also includes a comprehensive evaluation of thesocio-economic, environmental subsystems. Coastal zone is the most active natural areas ofthe earth’s surface, with higher productivity and population density, however, the ecologicalenvironment of the coastal zone is relatively fragile. In Coastal areas of Liaoning province(except Dandong City),the per capita water resources all are only1/6per capita waterresources of whole country and change greatly yearly, the water pollution are also serious. OnJuly1,2009, the State Council approved 《Liaoning Coastal Economic Zone DevelopmentPlan》. So far, Liaoning coastal region as a whole development region has been incorporatedinto national strategies. The meeting noted that including Dalian, Jinzhou, Dandong, Yingkou,Panjin, Huludao, six cities of Liaoning Province and other coastal cities locate along thecoastal economic belt, where is the heart of the Northeast Asia Economic Circle withexcellent resource endowments, stronger industrial and well-developed transportation system.To accelerate the development of coastal economic belt in Liaoning Province are the drivingforce for the revitalization of old industrial base of Northeast China.In this paper, the six coastal cities of Liaoning Province (Dalian, Dandong, Jinzhou,Yingkou, Panjin and Huludao City) were chosen as a study area, the "Pressure-State-Response" framework was follow, the17indicators were Select, a reasonable level ofevaluation index system and evaluation criteria were built, the weights were determine byusing the entropy method and the five-element set pair analysis was applied to evaluate andanalyze water safety of six coastal city of Liaoning Province from year2000to year2011,The results showed: (1) The conditions of water resources security of the six coastal cities of Liaoning Provincehave improved from2000to2011. In2000, Dalian, Dandong, Yingkou, Panjin are in lessunsafe state; Jinzhou and Huludao are in unsafe condition. In2011, the security situationof water resources of Dalian is in safer state, while Dandong, Jinzhou, Yingkou, Panjin,Huludao is in critical security states.(2) From the "Pressure-State-Response" model view, the Contact Degrees (a measure ofwater resource safety) of six coastal cities of Liaoning Province showed significantfluctuations from2000to2011in the pressure system. The pressure system safety ofDalian rose drastically from2000to2007, then went a gradually downward trend from2007to2011, while the Contact Degrees of the other five cities still rise fluctuatedly. Thestate system safety of the six coastal cities of Liaoning Province from2000to2011radiate upward fluctuation trends, the six coastal cities are rendered less unsafe before2010, but the security of the six cities have reached safer state and critical safe status in2011. The response system safety of the social system show a overall upward trend, butthe safety of the six coastal city is still in critical security state in response to the system in2011.
