Highway Net Planning Evaluation

The fast development of highway has provided the important foundation for the national economy development. But the highway network construction to the ecological environment influence is noticeable, especially to the nature protection area, the forest park, the scenery scenic spot area, the tap water source area, the basic farmland, the geological protection and so on. Recently, people started to take the transportation construction, the natural harmony and the transportation development sustainable question seriously under science development view direction. For instance, Hunan Province's transportation department entrusted the Ministry of Communications road research institute to carry on the environmental effect appraisal when makes"the Hunan Province high speed highway network planning (2005-2030 year)". Along with the "People's Republic of China Environmental effect Appraisal Law" execute, this work will be standard. But we discovered whether the highway network development scale did surmount the natural resource capacity, which is how highway network plan and ecological environment coordinate? Do not have the science standard.It is researched on two basic questions in the thesis. One is the highway environmental green cost; the other is environmental effect coordination. It analyzed the calculation method of resources cost, the ecosystem cost and the pollution cost using opportunity cost in green cost study. It studied the impact of green cost to evaluation index, taking Hunan province as example. The result indicated that environmental impact green cost also occupies big specific gravity. It will reduce economic benefit and make the decision more comprehensive. In environmental effect coordination appraisal, according to science development view request, research highway network social economy and environment coordinative question: Coordinative appraisal target system and coordinative appraisal method. That proposes that take the reasonable guard measure and the ecology protection work, enables the social efficiency, the economic efficiency, the environment benefit obtain to guaranty.
