Highway Network Environmental Planning And The Compatibility Analysis Of It

As the foundation of other constructions or developments, highway construction not only effect environment directly but also effect environment indirectly by restricting and guiding other developments or constructions. Since the environmental protection operating in stage of highway network planning determines the effectieness, it's necessary to enhance the environmental protection to find a solution in stage of highway network planning to reduce or eliminate the environmental impact caused by highway network design, construction and operation.At present, the relevant works of highway network environmental planning include three aspects: 1.The environmental protection contents in Highway Network Planning, 2. Environmental Impact Assessment (EIA) for highway network planning 3.Specialized highway network environmental planning, these works have played significant roles in promoting the environmental protection in highway constructions. This paper study the highway environmental planning in systematic way based on the current situation, the main content and the conclusion are as follows: To summarize the main characteristics of all kind of works about highway environmental planning and study the existing environmental protection contents in Highway Network Planning, Environmental Impact Assessment (EIA) for highway network planning, specialized highway network environmental planning, analysis their forms, contents, requirements, function and relationships of them, evaluate the standardization and effectiveness of them. To give the suggestions on the improvement of methods of highway network planning formulation that Ministry of Communications promulgated in 1990. To establish an evaluation system of adaptation between highway planning and environmental protection, find a solution to measure the level of environmental protection in highway planning. To find a safeguard mechanism, guarantee the result of highway environmental protection planning.This study will be helpful to enhance the standardization of highway network environmental planning and improve the effect of it. As one of the determining factors in the beginning of highway network planning, it will reduce the potential environmental problems and make the follow-up environmental protection work operated in a coordinate way.
