On the basis of researching the research background and investigating the current situation of heat meter, according to the Construction Industry Standard of PRC, GJ128-2000, this research use TI Company's sinai-chip, MSP430F435, as its master control chip and nonmagnetic flux meter to develop a household heat meter, which embeds with low voltage power line carrier module. This heat meter has communication interface reserved for low voltage carrier wave module.The theory of heat measurement is analyzed. The energy-balance equation in the engineering thermodynamics is used to propose the equation of quantity of heat measurement for heat meter. This is the theory basis for heat measurement. Steadier performance and lower power consuming have been chosen by comparing and analyzing each piece of the mainly constitute module of the heat meter'-s har d war, which is constitute by the main controlling unit, flow meter, couples temperature sensor etc. The process of the system controller design is elaborated in detail, and the designation of the hardware electric circuit is completed.This paper shows the analysis of the processing test data in theoretically, improves the normal resistance-temperature transform algorithm, gives the segment look-up table algorithm whose tacit check point is the heating water common temperature. Compared with the traditional ordering checking, it increases working efficiency greatly and keeps the low power consumption design of heat meter from the algorithm.In the software aspect, this paper makes the whole analysis to the program design flow figure of this system, it's important to a good design. Then illuminations which are about the flow figure of each key part are respectively introduced, such as the flux measurement, calendar, heat measurement, serial port communication, the key pause and the system initialize program.Finally, it makes a system debug to heat meter, and test after successful debug. Meanwhile, the function of the heat measurement and display are completed. And the author makes program to test the remote communication function of the low voltage carrier wave module.
