| The high-speed urbanization and large-scale urban constructions are booming in China with the"Dual changes"in the society and economics. Along with the changes there are also a series of social, economical and environmental problems.The aim of urban planning is to implement society harmony, sustainable development and the maximization of public interests. The shortage of urban planning system in urbanization time has been one of the main reasons that baffle the city orderly development and the optimization of both economical and social benefit. Moreover, the establishment and development of urban planning system are influenced by the social and economic system and the traditional cultures. Therefore, studying on urban planning system, with reference to the analyzing methods and the output of the institutional economics, the dissertation researches the interaction of social development and urban planning system, and establishes the deep-seated connections between them. Associating with the changing of the economic and social institutions, the dissertation then reviews the vicissitude of the urban planning system in China, and discusses the complexion and the reason for the shortage of urban planning system during the special era when excessive dual-track policy and complicated social background result in the institutional disharmony in urban planning.However, the problems can be regarded as the inevitable cost for the gradual reform, and the solving of which will guide the development and innovation of the urban planning system. The dissertation first rebuilds the core values in urban planning ideology, and argues that the foundation of the value system should involves democratic decision-making, social justice and procedural right in order to make the exercising of urban planning power meet the social development.As for the innovation of the arrangement of urban planning system, the dissertation offers four suggestions. Firstly, the legal system of urban planning, as the insurance of social benefit, should be strengthened to embody the pursuing of social interests. Secondly, the drawing-up and ratifying of a plan should be open to the public in order to fulfill the procedural right. Thirdly, planning administrations should be perfected from the aspect of maintaining society justice. Finally, monitoring planning in a more open way is the guarantee of democratic decision-making, accomplishment of which will be an effective criterion to achieve the social development goal for urban planning. |
