The Preliminary Research On The Social Impact Assessment Of Major Urban Planning And Construction Projects

According to the situation of economic development "overheating","social efficiency"weakness in urban planning and construction in China on the current period of social transition, the paper pointed out that the incoordination between current urban planning, construction and social development was the cause of social development deviating from the goals.The paper revolving the contemporary social development as background, taking the research on social impact assessment as the linkages,choosing the major urban planning and construction projects as the main object of study, aimed to buliding the social impact assessment system of major urban planning and construction projects,thus carried out the paper's study work.In the first part that was a brief introduction about the current status of social development and some common problems in social development, then though the link between urban planning ,construction and social development,indicated the current major urban planning and construction projects had great significance for achieving the goals of social development. On the basis of the social impact assessment's loss in the current major urban planning and construction projects, summed up the major social impact of urban planning and construction projects were mainly concentrated in the field of "physical space environment construction and the interests or loss condition of the target population ". The study showed the urban planning and construction projects'social impact reflect on such four aspects: the erosion of social justice, public safety hazards, unbalance in the interests or loss condition of social groups and harm to the interests of the disadvantaged groups. Corresponding to these, designed the relevant social impact assessment index on social equity, social integration, social security and damage to the interests of social groups, to guide urban planning and construction have a better promote to social development and social progress.Considering the key characters in urban planning and construction ,such as future guidance quality and dynamics, it was hard to quantify the weight of social impact by specific mathematical indexes.So the paper was based on a qualitative evaluation to design assessment indexes, and briefly summed up the assessment process and methods.At last,the paper stated that: a mechanism should be established to ensure the implementation of the results on the basis of the results'carefully identification, then assess work would be stronger operational and better instructional,thus could achieve urban planning , construction and social development in the same time, to provide the practice support for a harmonious society's construction.
