Urban planning should have a certain content of social planning, and this is exactly and universally happened in urban planning in Europe and America.——Zhou Ganzhi, Chairman of China Urban Planning Academy(2007)After 30 years of reforms and opening up, China have a rapid growth in economic, materials and cities, and is experiencing a profound social transformation. In this context, the scientific outlook on development comes into the China's core development philosophy, and building a harmonious society is a main topic of the community. As a tool of regulating markets and serving the community, urban planning should take an initiative to meet the changes of socio-economic impact and seek innovations within its framework.In order to deal with the social contradictions, sharp conflicts of interest, and the urgency of social construction in China double transition, this paper analyze shortage of the current urban planning system and the divorce between theory and practice, suggests urban planning must restore their social ideals and return to their social nature. And then we introduce the foreign social planning theories and practical experience and compare the ideological foundation, working areas and technical means between social planning and urban planning; analyzes the possible combination of the two. As a resulted, a special planning—social urban planning (SUP) is proposed, which is a new specialized form of China's urban planning.For the construction of China's SUP, we explore the methodology and operating philosophy of social planning, decide the paradigm shift trend in urban planning disciplines , analyze the gradual reform of China's system and level of social development, propose "rational - communication" paradigm as the SUP's paradigm and formulate its values. And in view of operability and flexibility, framework of social city planning should be composed of 3 parts: One is planning formulation. Through the investigation of people and their social needs, relationships between society and spatial, SCP can improve rational and technology land use layout in urban planning. And in order to preferably integrate into the current Planning system, SUP should be divided into two levels: social comprehensive urban planning and community construction planning; second is to establish action planning of SUP which be as a Social Action Program"for and with"the people through organization, participation, motivation and coordination in the planning process; the third is to build a social impact assessment system, which include not only access-type evaluation, pre -research-based evaluation , as well as the open planning process evaluation and interactive evaluation.
