Tibet is located at the southwest frontier of China, with unique natural environment,human culture and politics condition. It is an important door and strategic place of China, but its development of the society and economy is behindhand relatively. Recently, with the implementation of western exploitation, the economy construction of Tibet enters into a new development period. The rapid development of economy and society in Tibet put forward new and higher request to highway network planning. Highway network planning can accelerate building fundamental establishment of highway network, which contributes greatly to highway communication and integrate transportation system in Tibet as well as entire and harmonious economic development of Tibet and even the whole country.Tibetan highway network planning is different from upcountry, it can't copy word for word internal and overseas mature methods entirely, and it needs to do relevant redressal based on Tibetan characteristic. The main purpose of this text is to do benefits to Tibetan highway network planning and management, through studying sixty-four-dollar question and seeking the adaptive method of highway network planning based on existing theories of highway planning.At first, based on comparing and analyzing the two methods of highway network planning, the text puts forward highway network planning flow in Tibet according to Tibetan characteristic.Secondly, the text analyzes the development actuality of the society and economy in Tibet, and puts forward the character of the society and economy and all kinds of the influencing factors. After analyzing highway traffic demand, the forecast of Tibetan highway transport volume in the future years by grey model and three-time exponential smoothing is satisfactory.Then, the text predicts the highway network total mileage in view of Tibetan regional characteristic and rule of the highway network development scale by territory coefficient method and method of time series, and forecast outcome is reasonable. Moreover, the text ameliorates calculational methods of node importance and significance of highway segment according to Tibetan regional characteristic and economy development demand, and puts forward associated method of important degree-close loop, meanwhile gives the processing and the level division and the applicability based on the method.Finally, the text analyzes many macroscopical factors influencing Tibetan highway network construction project, and puts forward an applicablepriority-confirming method-----macro property of highway route, meanwhileoffers an instance to show the applicability of this method.
