With fast development of social and economy in China, the process of urbanization is further speeding up, the following urban transportation problem has become one of the major problems in China's large and medium cities. Many major cities have generally realized to choose urban rail transit as the backbone of urban transport, which consistent with the urban traffic sustainable development strategy. China's government also proposed a "public transport priority" policy. Many of the cities have started to lower the general public traffic price. Meanwhile, China's urban rail transit is in a period of unprecedented development. Price is the important element that affects traffic mode choice. In order to make full advantage of urban rail transit capacity and let it play a backbone role in urban traffic in developing reasonable ticket price is very important.This paper discusses the theoretical basis of making urban rail transit fare and the common pricing model, and analyses the characteristics and existing problems of the models. Through extensive collectting and reading docoments and papers, the author introduces the latest research progress about making urban rail transit fare, and identifies the research method based on random utility theory. By comparative analysis of the domestic and abroad situation of making urban rail transit fare, this paper finds out the major problems of China's current fare system. The experts and the Beijing urban rail transit users are conducted a questionnaire survey about the fare, the author makes a Statistical analysis of the survey results, and by the analysis of the major problems of China's current fare system and the Statistical analysis of questionnaire survey in fares, points out corresponding policy recommendations for reference. This paper discusses the influencing factors of the urban rail transit pricing and concludes the pricing principles of urban rail transit fare. Based on random utility theory, this paper establishes disaggregate Logit model and improves the traditional Logit model. After full consideration to the various influencing factors of travel mode choosing, this paper gives the method of making urban rail transit fare in China. Meanwhile, it takes Beijing as an example for the method cerification. This method offers a reference for the futureurban rail transit pricing works.
