The development of double track system of urban and rural cause our country city and countryside disparity expand day by day, now as we emphasize social justice development, under guiding of the village plan, the socialism new rural construction is facing a new round of opportunity and challenge.This article mainly quotes domain achievements analysis method which is widely used on the analysis in the human resources and the social public administration, to analyze the village plan content. The achievements analysis aims to define and survey the disparity between the survey expectation achievements and the current achievements disparity, then discovers and analyzes tl(?) reason and design or chooses one kind of solution to improve the goal. The achievements analysis is one of the important parts of the entire achievements improvement system.The achievements appraisal system which is constructed in this article mainly embark on the village plan guidance, regulation and control whether plans to the proper function and fulfilling complexion of programming in the village construction and development, take three constituent part of the achievements appraisal as the evaluative feature. Combine the new rural construction experience summary, establishes a corresponding appraisal system to study the village plan rationality. Through the comprehensive contrast to the plan, construction, and the management mentality of the new countryside plan, this article thought the current village plan involves some main guidance mentality, for example: There is certa improvement space in the village production land's guidance regulation, the plan coordination, the housing shape and function and other related content.Finally from the aspects of strengthening the village plan coordination engagement, developing the idea to transform, protecting ecological environment, initiating "suitable to live" village, emphasizing to strengthen public participation, the improvement opinion of village plan is proposed.Expected that the research results of this paper can provide the theory support for promoting the new rural construction in Zhejiang Province and have a benefit on speeding up the socialism new rural construction in Zhejiang Province to have a benefit.
