The global energy crisis and the awaken environmental awareness let the Power Demand Side Management (PDSM) concept move into electrical industry, and then bring out an efficiency reform about the industry. In another hand, with the fast development of the domestic economy, the country begins to face the dilemma of shorting for the electricity for a long period which cannot only be solved by improving the capacity of generation because it would cause the decrease of generation efficiency and environmental problems. Based on the fact above and other countries' experiences, we must take the advantage of Interruptible Load Management (ILM) in no time. ILM is a very important aspect of PDSM. The power market is suffering a particular reform in our country. As the competence is only introduced in generation side and the sale price is stable, that causes great risk to the operation of Power Company. The implementation of ILM will also ensure the profits of Power Company to some extend, so it is very important to our power market.The article researches the optimal management of ILM from the respect of power market. On the basis of the research literature of home and abroad, the article first specify and design the marketing operation process and contract forms of ILM, propose eight specific implementation steps from the marketing survey of prophase to compensation settlement of ILM, which provide some references to the marketing operation of ILM.Then the article establishes the models for making the deeper research into the two key parts of the marketing operation process of ILM. In the process of evaluating and choosing the declared users, the article considers that in this process the company should make optimal choice after evaluating the cost, benefit and risk caused by ILM in which there is a lot of uncertain elements, so on the basis of analyzing all kinds of uncertain elements about cost, benefit and risk, the article proposes the optimal choice model for ILM based on D-S Evidence Theory and thoroughly describe the solving process of the model. At last an example is listed to prove the model's feasibility.In the process of ILM for day-ahead market's optimal scheduling, it not only introduces the congestion management which is a common problem in scheduling but also discusses the feasibility and value for making ILM into congestion management. Based on the above, we establish a optimal scheduling model which combining the ILM and generation based on congestion management that can be divided into pre-scheduling, congestion judgment and congestion management to solve separately and introduce the Particle Swarm Optimization Algorithm to solve the congestion management sub-model. At last the practical value of the model is proved by an example.
