In order to solve the restriction bottleneck function of railway transportation to the national economy development, the railway transportation must solve the problems in the bedrock that freight terminal arranges not reasonably, the transport capacity disperses, plan and construct strategic cargo-loading spot scientifically, form transportation scale effect, make the limited railway transport source realize maximized benefit. The strategic cargo-loading spot construction is one of the most important contents of railroad leaping development, is the need of optimizing the productivity layout, raising the freight transportation technical level and the management level, enhancing the transportation efficiency. The paper which takes the Guang-Shen railway as the background researching strategic cargo-loading layout plan question, haing certain theory instruction value and vital practical significance.Foundation of summarizing the domestic and foreign advanced experience, the paper unifies the situation of our country and Pearl River Delta, discussing the further advancement question of freight transportation centralization and the construction strategic cargo-loading layout plan. The paper has explored the necessity and the basic principle of the strategic cargo-loading construction, pointing out that strategic cargo-loading construction should solve questions about layout, transportation and management patern; Unifying the Guang-Shen railway freight transportation present situation, analyzing the freight transportation demand characteristic of Pearl River Delta. The paper proposed using the inproved Mixed Integer Plan Model to research the problem how strategic cargo-loading spot selected location and layout, also has analyzed the evaluation step, using of the trade circle mathematic model to define and confine the attraction area. The paper takes 8 kinds of strategic cargo-loading spots layout as the examples. The paper rearranges the cargo spots in this attraction area to limite the less-than-carload service in the cargo-loading spot to assemble more carload cars. The paper finally has studied resources optimal allocation and developing strategy of the Guang-Shen railway company.
