Currently, there is an increasing development of railway construction in China with characteristics of large scale, strict technical standards and highly-constructing speed.However, problems with instant safety management emerges in those processes, which to some extent drag the development of whole construction. Based on modern safety-management concept,computational information technique is introduced to solve those problems and further to improve the efficiency of construction and transportation business.By this method, informatics system of safety-management is built to store, process,access and communicate information.The system is a fundamental tool to effectively control railway constructions under a safe circumstance. It is extremely needed to pay more attention in current construction due to its theoretical and practical importance.In terms of current management mode of railway construction and achievements of informatics,this paper analyses their major modes and processes and raises systematic design concept, system scheme and total functional design. Meanwhile, a process of closed loop containing check,feedback, re-check, double-check, evaluation is introduced and is realized by computational techniques. By utilizing Web-GIS technology, a communication platform that concerns on sharing and promulgating information about construction engineering, geography of construction sites and safeworking management has been set up. Also through data analysis of engineering safety management, we are able to analyse self-control ratio, to inspect common safety problems, to do safety grading, and to better supervise and administrate the whole construction process.The system was successfully validated by Kuibei Railway new-line Construction Headquarters, which reflected its importance and advantages in practical construction.
