As the main artery of national economic, railway plays an important roal in transportation of passenger and commodity. In addition, it contact urban and rural, production and marketing closely. As the investments of state in stimulating domestic demand, high-speed railway construction has become a hot spot for investment. There is the universality of general engineering, but also a unique railway industry characteristics in the both safety and quality management of railway construction projects. How to improve the safety and quality management is an important subject in railway construction projects. In this paper. I am trying to design and exploit a management platform to monitor the safety and quality of railway construction, using the advanced scientific and technological theories such as safety systems engineering and computer software engineering in order to change the extensive management of railway construction engineering, and to comprehensively enhance the management to be scientific, normative, standard and fine refinement. It's extremely important for the railway construction projects.This paper combines the practice of Danda speed railway construction safety and. quality supervision and management information platform, proposed a viewpoint for implements the SPC fine refinement safety management in the railroad construction projects, reducing safety accidents, and discusses the safety management ideas and fine refinement management mode of construction projects. In view of relations of safety and quality in railway construction projects, annlysis and comparison, we know the quality and safety are closely linked. It's workable to make the quality and safety together to manage and applies quality management's idea in the safety management.This paper through to mode of platform development, platform development technology, database technology compared respectively in-depth, combining the characteristics of railway construction engineering, select B/S model, using ASP.NET technology and SQL2005 database to developmengt system. According to the investigation of Danda high-speed railway construction site and communicate with safety and quality department of construction unit, the system include that laws and regulations module, risk control and emergency preplan module, field management module, engineering information module, credit evaluation module, safety and quality control module, safety and quality accident treatment module, unit personnel device module, tunnel personnel positioning module.This paper introduces the system design and analysis of nine modules, and introduce database technology, data transformation technology and intelligent wireless communication technology, real-time data refresh technology briefly. System realizes the railway construction engineering safety quality standardization management, flow type operation, closed-loop type control. The future development of the system and perfect for the paper will be further research direction.
