The Study On The Operation And Management Of Freeway Based On CAS Theory

Since the freeway network of China comes into being in recent years, the traditional operation and management of freeway based on "one road one company" is now being replaced by networking operation and management. But the existing investment and financing system, construction management system, and cooperation and competition among management companies of freeway network will undoubtedly lead the operation and management of regional freeway into emerging more complex and dynamic evolvements, and this process is characterized by nonlinearity, uncertainty, self-organization and adaptation.Complicity in the procession of network operation and management has attracted more and more attention of supervisors and managers of freeway and the society. The study of this field is still on the stage of elementary phase at present, and allied studies need to be systemized and considered in depth. Therefore, importing CAS theory into the study on freeway management will not have the value in the academic, but surpass, help to direct the practical work.On the basis of the CAS theory, this paper is start with analysis of arising root causes, mechanism and characteristics of complexity of the networking operation and management, and then referring to theory of the stimulate-feedback model and echo model, this paper finishes the microcosmic action model and the macroscopic action model of the networking operation and management of the freeway to analyze deeply into the principium of the microcosmic decision-making and the macroscopic evolvement in the networking operation and management of freeway. This paper also discusses the lifecycle evolution rule of the networking operation and management of the freeway from the view of complexity adaptive system, and validates the related model with true case.Meanwhile, on the basis of the above discussion, management suggestions on both microcosmic and macroscopic point of view are given.
