With the economy growing quickly, the pace of the rush to Cities speed up, Municipal engineering is the fundamental of the cities and more and more important. Municipal engineering is a complex system. It is difficult to optimize, evaluate and model the problem in Municipal engineering adopting tradition method .The genetic algorithm was used widely to resolve the optimization problem in different fields since it came into being. But the sample genetic algorithm also has problems such as premature convergence, low speed of later convergence and its rough result. So it is great urgent to improved genetic algorithm to suitable for the optimization problem of complicated lager system. So an improved Differential Evolution Acceleration Genetic Algorithm (DE-AGA) was proposed.The DE-AGA added differential evolution operators into the AGA. The simulation experiment results show the algorithm can effectively prevent premature, improve the efficiency of search and the solution accuracy. Then we adopt the algorithm to the assessment of water environment quality, the optimization of parameters in engineering blasting, the plan of urban municipal engineering and the select of optimal scheme.The results show the method is sample, efficiency and reasonable .
