| With the progress of society and development of economy situation, now more and more motor vehicles come forth on the roads and contribute to bad traffic condition. If the development of roads can keep up with that of the vehicles, the state of traffic jam will be improve.ITS (intelligent traffic system) based on electronic technology and communication technology is a new field which was applied in traffic management widely. It originates from System Methodology to analyze how to reduce the frequency of traffic accident and improve the condition of traffic jam considering the effect of people, vehicles, roads and the environment. Nowadays, in China, the system of GPS vehicle monitoring not only an important part of ITS,but also an attention-getting part of the application and research of ITS.This paper is based on"The overspeed detection project of zhejiang tongyong GPS Ltd".The designed vehicle monitoring system integrates GIS(Geographic Information System), GPS(Global Position System), GSM(Global System for Mobiles communication),network communication and computer technology.It is mainly consist of GPS terminal,GSM network and the monitoring center,and SMS is introduced for the communication between the monitoring center and GPS termianl through GSM network.The monitoring center introduces Client/Server framework, which is propitious to the update and management of the data.As the system is developed by Visual C++6.0 and MapX activex control, it achieves good performance and has a friendly man-machine interface.This supervision system can be used to heighten the effect of guarding against over speed and deducing the frequency of traffic accident, according to top speed adjusted by the level of the road the vehicle running on,and totally realizes the basic functions of position in all weather,electronic map display and vehicle real-time monitoring and so on.So far ,the overspeed detection system has been running for more than half of year,and achieve good performance.
