The Research Of Planing Residential Population Volume In Changsha Center Area

In the process of rapid urbanization in China, the problems of resource shortage, ecology destruction, human-environment deterioration, traffic congestion, living tension, decline of health standard and so on are appearing day by day. How to balance economic, social and environmental benefit and make the policy of urban population regulation and planning administration for providing scientific gist for urban land layout, scale and guideline of residential land, It has become the important issue that should be researched and solved in the task of urban planning.The author takes the urban residential land as the object of research. By analyzing the status quo of living population and residential land in central Changsha, combining the researches on the authorized production of the ratified subarea-planning and controlling detailed planning in central districts and the adjusting circumstances of the controlling detailed planning as well as the comparison of exploiting circumstances in existence with related national criteria, it puts forward the idea that the control of population volume should be the process of planning guidance and planning control which is based on satisfying between the moderate population volume demanded by the national criteria and the adjusted population volume adaptable to the real market demand. In the article, the author puts forward the adjusted living population volume which can adapt to the developing demand of market economy and accord with the national criteria. It also points out the countermeasures and the steps of urban planning management of regulating living population volume. The above two things are based on the controlling index of the proportion of residential land in urban construction land, residential land area per person, architectural area per person, the floor area ration of residential land, public green space area per person.
