Study On Social And Economic Impact Evaluation For Freeway

The fast development of freeways has given great push to the improvement of social economy and people's living standard. The social and economic impact of freeways is more special then common highways in many fields, such as generation methods, correlation and significance degree.On the basic of many investigation and research work, this paper analyzes the characteristics and development of freeways at home and abroad, then discusses the theories and methods of social and economic impact evaluation for freeway.The methods of social and economic impact evaluation for freeway include 2 kinds of methods, input-output analysis method and neural network method. Input-output method sets up input-output tables through the analysis of the relationship between transportation and relative industry, then analyzes and researches the dependent degree through each departments in regional economic system using the formula expressed by direct consumption coefficient, in order to calculate the benefits of construction project. Neural network method researches the variation of regional economic structure and the coordination of transportation model, through the analysis of the balance between the effective supply from transportation to national economy and the new demand from social economy to transportation, then indicate the change law and the feedback influence of every social and economic indexes.FuQuan freeway links the west coast of Taiwan Strait and the east coast towns of Fujing, which is the most economy prosperous, the most open degree, and full of vitality. It have a very important strategy significance to promote the formation of big unite market in this area. This paper evaluates the social and economic impact for FuQuan freeway by qualitative analysis and quantitative analysis. Qualitative analysis includes: the influence of FuQuan freeway on economy increasing along the line, on the process of economic integration, on the development of relative industry, on highway transportation in surrounding areas and on urban core's radiation effect. Quantitative analysis includes: input-output benefits, time saving benefits, and transportation cost saving benefits.Through the quantitative analysis, it can be known that the construction and operation of FuQuan freeway in 4 fields: First, the construction freeway itself reflects each departments' economic benefits; Second, the investment of freeway can stimulate economic growth with the influence of multiplier effect; Third, transporting on freeway can save time so that it makes indirect social benefits; Forth, freeway makes direct customer benefits.The research of this paper has certain theory and practice guidance to develop and perfect social and economic impact evaluation for freeway in our country. So that we can inspects and appraises the construction of highway from the angle of the whole society, and make it develop sustainable.
