Water is the essential factor for the living and development of human, which is one of the wide usage and large demand natural resources. It is not only the indispensability and irreplaceable resource, but also the indispensability and irreplaceable consumable for human, what is more, it is the important composition of ecological environment which has great relationship with the human living.In traditional economic theory, the water resource and water environment is not brought into national accounting system, which dissevered the relationship of water resource, water environment and national economy. Water resource shortage is a serious problem, but they are wasted, and the water environment has worsen increasingly.In this paper, based on the previous researches, using input and output theory, water resource, water environment was brought into the input and output table. The quantitative relation of water resource, water environment and economy was built, the relationship of them was analyzed. They could be used as reference for constituting the hydraulic policy. The main research including:1. Based on the input and output theory, the water resource- water environment-social economic input and output table was designed, the relationship of water resource, water environment, social economic was built, formula of different consumption coefficients under the new input and output framework was deduced.2. Using the statistical data of Jiangsu province in 2002, such as input and output table and water resource, water environment, a water resource, water environment, social economic input and output table of Jiangsu province in 2002 was designed, the relationship of them was built. They could be used in analysis.3. Based on input and output theory, the hydraulic development policy of Jiangsu province was analyzed. Including: the relationship of dominant industries, water resource and water environment; policy simulation of water resource fee, water environment fee; green GDP Accounting.
