With the adjusting of higher education resource and policy and unprecedented development of education, it is reaching an unheard-of climax of college constructions, As one of the main buildings for college teaching and scientific research, college library could not meet the requirements of the users, which causes the re-constructing and continuation of college library becomes one of the pop things of the college construction. In order to adopt the developing of science and technology and communication transmitting speedily up, the mode and function of college library have changed rapidly. The libraries which still use traditional functions and contents such as collecting, reading, borrowing or returning books and managing already can't satisfy new century readers.First, the article bases on the status in quo surveying of libraries' indoors and outdoors environment of part new college libraries in our country and concluding the questions and experiences of them, and analyzing the design mode "three integrate one" of new times' college libraries, which includes "mental influence factor", "how to create more delightful indoors environment " and "environmental strategy of buildings". And furthermore, the most creationary point of this article is that, it points out that under the circumstance of economizing energy sources the policies of college libraries' indoors and outdoors of environment design should take feasibility and ecological policies. This article mainly put its pertinence on the main users of the college library who are youngsters around 20 years old and study the feasible environment design, to combine the indoors software and hardware and advances the continuable development of design.
