With the development of social productivity and the establishment of socialism market economic system, the increasing of traffic demand requires transportation system to improve economy and society benefit. For years, railway transport system has been subjected by the transport organization mode of passenger and freight mixed line, which can not satisfy the people and goods' demand. At the same time, this organization mode brings the conflict between high speed for passenger and heavy haul for freight. The special railways for passenger transportation, which possesses double-quick, great volume, high efficiency, remarkable society benefit and reliable security characters and merits, is the best way to change Chinese railway transport situation. The increasing transportation capability also supports the rapid economy development in return.Bao Ji hub is a large comprehensive transportation hub, of which Bao Ji railway terminal is the important part. In the past time, the programming attention was only taken to the railway terminal innerness. As the result, the various transport patterns and transportation organization have not coordinated for long time. When the carrying capacity of Bao Ji railway terminal can not accommodate to the regional economy development, it's difficult to adjust and improve railway terminal frame because of restriction between city layout and economy development. Presently the Zheng Zhou-Xi'an sect of Long Hai special railways for passenger transportation and the Xi'an-BaoJi sect are constructing. This is a good opportunity to optimize BaoJi railway terminal.Because the special railways for passenger transportation was brought forward, some new problems appear in the programming of Bao Ji railway terminal, such as the choose of new high-speed passenger station address, the combination of the special railways for passenger transportation and existing railway and the distribution of special equipment. And the conformability between the layout of railway junction terminal and the development patterns of the city should be considered in the railway termianl design, which is the global optimization problem based on prophase data collection and research actually. So, the comprehensive appraisement and programming are carried though in this paper to make suggestions logically. According to the thought of diversion line construction, two methods are put forward. One is Long Hai passenger and freight mixed railway and new special railway for passenger transportation, the other is the entry of special railway for passenger transportation to former Bao Ji station and new south railway as special railway for passenger transportation. The latter method, which is commended in the paper, can satisfy the transport demands and resolve the mostly problems of the existing railway terminal. Moreover, the commendatory project is preponderant obviously in terms of microeconomics.
