Study On The Risk Management Of Passenger Transport Line From Wuhan To Guangzhou In The Preliminary Design

Along with the establishment of 15 strategic programming, our country is facing new high peak of railroad construction again. The railroad survey and design enterprises of the our country have undertaken numerous missions, at the same time facing the more and more strict request of the owner for quality, time, cost of preliminary designing project. It is indispensable that the survey and design enterprises complete the missions in the light of quality on time, according to the request of the owner, and carry on the risk management in investigate-design project. This paper takes the preliminary designing project of passenger transport line from WuHan to GuangZhou as to the studying background. The risk of project is researched initially in the stage of preliminary designing. This paper analytical research from following several aspects chiefly:Firstly, This paper analyzes the types and traits of the risk of the survey and design project. Combined with the risk management's actual circumstance of the survey and design project in our country, the method of brainstorming is used to identify the risk. Then the paper divides the preliminary designing project of passenger transport line from Wuhan to Guangzhou into four stages, analyzes and identifies the risk by stages.Secondly, the paper evaluates the risk identified, confirms the grade of risk. The grade of risk in the four stages of the preliminary designing project is evaluated according to probability, costs and time delaying result in of risk. Thus, the key point of the risk management in the survey and design projects is ensured.Finally, the measures of replaying are made according to the risk that has been evaluated. To the actual circumstance of the passenger transport line from Wuhan to Guangzhou, the paper establishes relative measures of replaying for the risk upwards of third class according to the order of "risk management programming" and the grade of the risk.The project of passenger transport line from Wuhan to Guangzhou carries out systematized management aimed at the risk in the stage of the preliminary designing. The paper researches the risk management aimed at the actual circumstance of the project, provided theoretic basis for the risk management to survey and design enterprises.
