Energy efficiency in construction is of great importance in promoting sustainable development and implementing Scientific Outlook on Development in the construction industry. China has input lots of effort into energy efficiency in construction and achieved encouraging results. However, current research is limited to energy conservation technologies and policymaking sectors. Few attention has been given to quality management and control in the construction stage, which constrains the advancement of energy conservation.The main purpose of this study is to establish a construction quality management system for the Outer Thermal Insulation System of External Wall by applying TQM (Total Quality Management) theory to the construction process, and to propose practical measures and suggestions based on case studies so that to improve the construction quality management of the Outer Thermal Insulation System of External Wall.Scope of this research includes: To review the basic theories of modern quality management with the emphasis on Total Quality Management theory; To summarize current contruction technology and research progress of the Outer Thermal Insulation System of External Wall in China; To carry out field studies and questionnaire survey on the quality problems of the Outer Thermal Insulation System of External Wall, and to analyze and summarize the possible quality problems and the corresponding mitigation measures; To draft the contingency plan for the construction quality management of the Outer Thermal Insulation System of External Wall and to establish the construction quality management system on the basis of Total Quality Management theory and the results of the survey; To apply the established system to real world construction projects and conduct case studies, to analyze the system's feasibility and disadvantages, and to further propose suggestions.Findings of this research show that it could make a better cost control of management and improve the construction quality level of energy-saving buildings through introducing the Total Quality Management into the construction management, building a construction management system using the PDCA cycle and making full use of the existing construction data andexperience.The case study shows that the proposed construction quality management system for Outer Thermal Insulation System of External Wall is feasible and implementable. Research results will be helpful to strengthen the quality management of the Outer Thermal Insulation System of External Wall.
