As the basic place of human activities,building energy consumption is very striking both in construction and use.Compared to the development of energy-saving building in developed countries,China's building energy consumption is still too high,with the construction energy unit from 2 to 3 times towards the similar meteorological developed countries,and the overall gap of building energy consumption control is still widening.Building energy-saving envelope engineering is a sub division of Building energy-saving engineering,including wall,window,door,roof and ground energy-saving sub engineering,is widely employed in the world,for its good energy-saving performance and low cost.However,the quality management and control of this industry in China is insufficient,which greatly restricted the development of building energy-saving industry.The main purpose of this paper is introducing the total quality management(TQM)theory into the quality management of the building energy-saving enclosure project,to build an unique TQM management system,to correct the past quality management problems in the process of constructing,and to realize the goal of building energy-saving.First of all,introducing the total quality management(TQM)to establish the quality control objectives and plans starts from the early beginning of energy-saving project planning.Secondly,designing a scientific selecting way is to choose the subcontractors,performing position duties and establishing a quality management system covers all the construction participating parties including the owners as the core,to ensure the implementation of the quality plans.Then,using PDCA cycle in the construction management includes using statistical analysis tools to analyze the problems,to identify the key factors which caused the problems,developing appropriate measures to solve the problems,making the check and review work at the same time,then carrying out new PDCA cycles towards the past unresolved issues continue to realize the dynamic management in the whole process,which helps us achieve the quality management goals.Finally,the quality management system is applied to the actual case quality management.With the application analysis of the actual case,this paper demonstrates the feasibility and deficiency of this quality management system in the practical building energy-saving project,and puts forward some countermeasures and suggestions.The results showed that the introduction of total quality management(TQM)in building energy-saving enclosure quality management builds a strong quality management system,and effectively improves the quality management level,which helps achieving the energy saving management goal.
