The seismic safety evaluation has a close relation with safety of people's lives and property, and that of sustainable development of national economy. The seismic safety evaluation must be arranged for key projects and the projects that are apt to bring serious secondary disasters. The seismic standard must be decided according to the results of the seismic safety evaluation. Therefore, the seismic safety evaluation plays a key role in the construction of a key project. Recently, seismic safety evaluation obtains obvious developments with the mature of the theory of seismic hazard analysis and the accumulations of project experience. But because of some problems in the theory and practice, seismic safety evaluation still gives results with obvious uncertainties.This paper discusses some problems in seismic safety evaluation, including some problems in the statistical zone, scenario earthquakes, seismic hazard analysis, soil response, and earthquake resistant level. Some results are obtained as follows:(1) This paper points out that there are a lot of problems in the process of seismic safety evaluation that will affect the results, though large achievements have been got in this work.(2) We discuss the relation and difference between the statistical zone and seismic belt zone and suggest the principle.(3) This paper gives the method to compute the envelop parameters of time history functions based on the theory of scenario earthquakes and completes the related program.(4) We discuss advantages and disadvantages of the equivalent linear theory under the condition of one-dimension. Meanwhile, we do some research on the function of soil response in light of this theory.(5) We discuss the seismic design ground motion parameters through comparison of the seismic codes of China, Europe and U.S.A.(6) Using the methods and the conclusion obtained above, we complete the seismic safety evaluation for a typical project site in Wenzhou city and acquire the parameters of seismic design ground motion.
