Electric power engineering is not only the basic industry of national economic development,but also an important public utility.It is related to millions of households,involves all aspects,and is closely related to the development of the whole economy and society.The traditional way of power generation is thermal power generation,which not only pollutes the environment,but also requires non-renewable natural resources,such as coal,oil and so on.It is the only way to vigorously develop clean and renewable energy.Hydropower,as one of the clean energy sources,is abundant resources and has broad prospects for development.Pressure regulation facilities are the key points of the diversion system of hydropower stations,which are related to the safe operation of hydropower stations,and their cost accounts for a large proportion of the whole diversion system.On the basis of ensuring the quality of hydropower stations,it is of great significance to optimize the regulation facilities in terms of economy,safety and applicability,and to create the greatest value for owners and society.Therefore,it is particularly important to choose a suitable voltage regulation scheme.Based on the theory of value engineering,the functions and types of regulation schemes,the factors and characteristics affecting decision-making,the paper identifies the functional factors and cost factors affecting the selection of regulation schemes,and constructs the index system and methods for the decision-making of regulation schemes,which are verified by a case study.Finally,the following conclusions are drawn:(1)The main functional indicators affecting the pressure regulation scheme are natural conditions,construction conditions,construction safety,environmental impact and operation management.Cost indicators include pre-construction cost,construction period cost and operation cost.At the same time,seven secondary functional indicators and four secondary cost indicators are decomposed according to the first-level indicators.(2)The decision-making model is solved by analytic hierarchy process and fuzzy comprehensive evaluation method,and the function coefficient and cost coefficient of each alternative are obtained.Finally,the value coefficient of each alternative is calculated according to the value equation V=F/C.The large value coefficient is regarded as the optimal regulation scheme for hydropower stations.(3)Taking Zhongyi Hydropower Station as an example,the practical application process of voltage regulation scheme selection of hydropower station is analyzed in detail by using value engineering theory,which verifies the rationality of the model and ensures the scientificity of decision-making.Applying the theory of value engineering to the management of water resources and hydropower projects provides a new way of thinking for management.
