The development of intelligent transportation systems (ITS) is one of efficient ways to solve the problems of urban traffic congestion. As one of the most important parts of ITS, common information platform (CIP) can bring convenience to passengers, implement route guidance, carry on vehicles monitoring and dispatch vehicles. At present, there are several common information platform methods, such as CORBA, J2EE, virtual common information, all of which based on CORBA common information platform is used frequently except for the higher investment and the long period development. Therefore the technology of CIP should be studied and perfected in future.As one of core functions of CIP, the study of data processing methods and techniques is continuing in the world, the methods and techniques include: data quality control, data aggregation, data compression and sampling store, data fusion, but there is no self-contained methods or technique. The characteristic of traffic database is that they include large of half-baked and in consistent data. Data preprocessing is analyzed and studied in this paper. Through study of the recognition of fault data, a data quality control algorithm is put forward. Its purpose is to improve data quality, thereby improving the efficiency of data processing and the quality of the results. Three kinds of common information platform system framework is discussed in the paper, and a new common information platform system framework is put forward on the basis of the current trends and characteristics of each, which is based on distributed database and data fusion. On the layer of data exchange, Through identifying information form marking, it realizes the information format conversion; on the layer of data processing, the foundation transportation data is used to fuse the traffic congestion and accident condition information of the road, and the road transportation parameter mapping to the GIS graph is used to organize and memory data; on the layer of information application service and level, the system can provide couplet system basic data service and high-level service through data fusion and data mining. This system structure can eliminate the information isolated island phenomenon well, enables the system information to be sharing and enhance the information use.Finally, through the analysis of data fusion technique, a realization of common information platform for ITS data fusion and accident integration is brought forward, this method is technically feasible.
