| Along with the rapid development of high-speed railway in recent years, China gradually has the high-speed railway with the longest operating mileage, the largest construction scales and the fastest operating speed in the world. Meanwhile, the subsequent safety issues on high-speed railway are paid growing attention. Owing to the features such as high speed and long braking distance, accidents on high-speed railway tend to cause severe casualty and property loss. Consequently, the emergency rescue management becomes an important subject.Aimed at accidents occurred in railway zone, this paper researches on emergency rescue management of high-speed railway combined with GIS technology. The main contents are as the following:1. Proposing the overall design and analyzing the requirements of emergency rescue management system, selecting the hardware and software environment for the system.2. Designing function modules including scene information module, emergency plans module, resource optimization module and summary module according to requirements analysis of system.3. Integrating collected data, maps and literal materials, establishing Geodatabase and layers in ArcGIS, rendering the stations, routes and rescue resources displayed visually and then allowing users intuitively to feel and easily to make decisions.4. Constructing traffic network including railway, road, stations, hospitals, police and fire stations based on established maps, analyzing the network, and finding the optimal allocations of rescue resources in two transport modes respectively under the standard of time.5. Developing emergency rescue management system by C#in Visual Studio, realizing the functions including displaying field pictures, videos, information of trains, and querying, modifying or adding emergency plans. Using ArcGIS Engine to realize secondary development, displaying the map along high-speed railway, rescue resources storages, CAD of bridges, and providing the functions of finding or optimizing rescue resources.Emergency rescue management system along high-speed railway plays supporting role in emergency rescue decision. It provides relevant information and optimal plan to facilitate to make decision rapidly, improves emergency rescue efficiency, reduces losses caused by accidents, and enhances the information level of railway. The system has state-of-practical reference value to achieve safe operation of high-speed railway. |
