Based on the European Train Control System (ETCS)' successful experience, to ensure train safety, improve transport efficiency and enhance market competitiveness the Ministry of Railways proposed Chinese Train Control System (CTCS). Today, our country is reconstructing current lines and researching CTCS3 system actively. So it is necessary to making assistant research to forecast and testify some key theories by advanced computer simulation technology.Train Control Centre (TCC) is an important component of CTCS ground equipment. It is the critical ground equipment, which may finish processing ground information and dynamically transmit it.TCC Simulation is a subsystem of CTCS level 3 Simulation and Test platform. The communication efficiency between TCC and other modules is an important basis for the advantages and disadvantages of TCC. The TCC reliability and real-time interactive must will affect the CTCS-3 Simulation and Test platform efficiency. To achieve the purpose of reducing communication redundant, improving the reliability and real-time of information transmission, I bring forward a relatively effective communication theory, and detailed describe its application in the TCC.In this thesis, First of all I introduce the High-Level Architecture and CTCS level 3 simulation test platform' composition, function, etc. and then detailed analysis the function demand of TCC subsystem, at the same time I propose the TCC simulation methods based on The HLA framework and introduce the design method of communication. finally I especially introduce the function analyze, class models design and software design of track occupied information, the roads information of get in and get out station, and temporary speed limited information.TCC subsystem simulation makes use of the HLA, which is the latest developments in computer simulation domain, and HLA may Help to improve the reusability of simulation system modules. But considering the numbers of data transmission is very large, RTI can not accomplish the requirement of reliability and real-time transport. In this thesis, I introduce a new communication method which is based on HLA distributed simulation and network. Firstly, This method use of HLA statement management' publishing and ordering mechanism to achieve the communication data' publication and order, and then the data transmission bypass the RTI directly through the network.By now, the TCC Simulation subsystem has successfully completed debugging with other subsystems of CTCS3 Simulation and Test platform and finished the expected tasks. The communications precept is proved to be feasible through the debugging, it can Meet the system' requirements with real-time and reliability. Also, as the data communication mechanism it can be applied to the entire simulation platform.
