Rail is an important component of railway track equipment, which sustains the dynamic load of train movement directly. Railway rail defects daily management is a main means to assure the operation of the rail track in safety, stability and incessancy. With the rapid development of high speed and heavy load in China railway, establishing Railway Rail Defects MIS is one of the means which improves the efficient of rail defects management.This paper, the research object is the design and implementation of Railway Rail Defects MIS, which is a subsystem of the research projects named "Railway Engineering and maintenance Information Management System of Kunming Railways Bureau" by Beijing Jiaotong University(BJTU) and Kunming Railways Administration. Base on the analysis and reference, which derives from the information achievements of railway rail defects management in the world and the current situation of railway rail defects management in China, and combines the interrelated research results, by the guidance of the conception of condition-maintenance close-loop management, the author designed the system framework and the detailed functions of Railway Rail Defects MIS.This paper also researches the key issues in the process of Railway Rail Defects MIS implementation. Firstly, by the guidance of the conceptions of data warehouse and data mining, this paper integrated various kinds of data source in the system, and established the integrated data platform; secondly, by the data support from the integrated data platform, this paper had researched the method of statisticsing the mass weight of overpass by district and day; finally, base on the reference from rail defects cycle prediction models in the world, resolved the modeling issues of rail defects cycle prediction.This paper's achievement had applied to establish the system framework and implement partial functions of "Railway Engineering and maintenance Information Management System of Kunming Railways Bureau" (the first-stage), which had been put into practical application at the scene.
