For pedestrian, especially the elderly, children and disabled, it is difficult to cross the street once. When the delay beyond psychological extreme waiting limit, most pedestrian would be peccancy. Pedestrian minimum green time may influence the vehicle signal timing. As the method to enhance the pedestrian crossing safety and convenience, pedestrian twice crossing (PTC) is more applicable and its cost is less than the overpass and underpass. Therefore, this dissertation studies the traffic organization methods and the applicability of PTC.At first, the dissertation generalizes the pedestrian traffic characteristics and psychological features, introduces the pedestrian theory and method. Secondly, the dissertation analyzes the demand factor of PTC, studies the pedestrian path organization and the signal control modes, and analyzes the configuration and build standard of the facilities. The pedestrian path organization types include direct type, Z pattern and annular-island type. The signal control modes include synchronous control mode and independent control mode. Inter-phase pedestrian twice crossing (IPTC) is a special independent control mode. At last, the dissertation analyzes the PTC applicability at different crosswalks:1) At the no-signal control road section, PTC is very suitable at the 4 lanes section where the traffic flow is less.2) At the signal control road section, when the once crossing delay beyond psychological extreme waiting limit, but each crossing delay of PTC is very small, it is suitable to set PTC mode.3) At the two phase intersection, it is ineffective to set PTC mode. Because of the pedestrian delay may be extended instead of reduced.4) At the multi-phase intersection, PTC is propitious to reduce pedestrian minimum green time and extend pedestrian crossing time. At special-left signal phase intersection, IPTC mode could make the pedestrian delay reduce 36%~57%. At straight-left signal phase intersection, IPTC mode could make the pedestrian delay reduce 37%~84%.
