Following the continuous improvement of science and technology, more and more developed transportation and the wide transmittal of information, the culture in the globe 'trends' to be the same, and the development of cities is also similar and featureless. For the culture is power of city development, people should pay more attention to the descending and developing of the city culture. The historical and cultural city streets, ancient ruins (cities), cultural relics, can most incarnate tastes and characteristics of one city, which is the soul of the city. Therefore, inheritance and protection of historical and cultural city urban environment has become an important part of the city modernization construction, and an important symbol of city urban modernization and civilization and progress. China is one of the four ancient civilizations, have a long history and culture, 5,000 years of historical sites widespread Chinese land. Now people study ancestors' living environment and social success with help of the ruins, to find the source of civilization.The author re-read the connotation and extended meaning of the ruins, divided the ruins into the officially protected type and the unofficially protected type, and then defined its concept and scope. This paper mainly studied the protection and utilization of the unofficially protected ruins, and took 'the ruins of the west ChangAn of the Tang dynasty' as an example to discuss the principles of protection of the unofficially protected traditional commerce ruins and the way of its renaissance, how to manifest its history and culture in an active and effective way, and make the development of it and city modernization construction to bring out the best in each other.Firstly, based on the theory about ruins, the ruins were divided by law into two classes: the officially protected ruins and unofficially protected ruins. Then the paper made definite the concept and range of the officially protected ruins and unofficially protected ruins, compared their characteristics and value, and summarized their sameness and difference. On the basis of research theory and current situation at home and abroad, the author concluded the purpose and meaning of this study. Secondly, from the breakthrough point of the place for ancient commercial activity and the state of development and changes of ChangAn commerce, the author studied the reason of its formation and its developing way, and gave an instruction for its protection and utilization from the aspect of city culture. Taking the west ChangAn of the Tang dynasty as an example, the author discussed how to incorporate the ancient and the modern by modern design theory and element, and to make such incorporation meet our requirement and benefit the descending and carrying forward of the city culture.Finally, based on the theory of developing way and history of ancient capital XiAn, the author understood the current situation of the west ChangAn of the Tang dynasty and its changes in the history by study of its historical and archaeological document, and then summarized influencing factors during protection and utilization of ruins. Based on the above studies and reality, the author tried to bring forward the planning aim, principles, structures, and analytic method of protection and utilization of the west ChangAn of the Tang dynasty, and provided a feasible way for its protection and utilizaion.
